PAY AND BENEFITS
Annual Pay Range: $131,155 – $177,060
Salary offers will be made within the posted pay range and will be based on a candidate’s experience (paid or unpaid) that is directly relevant to the position. The selected candidate will be employed “at-will” under an employment contract with the County Administrator. This position is classified as Director, Office of Tourism.

Our Executive Director is a high-impact position focused on promoting Clackamas County as a premier destination and fostering economic growth through strategic tourism initiatives. This executive-level role oversees the county’s tourism strategy, utilizing the Transient Lodging Tax (TLT) to plan, develop, and implement the Tourism Master Plan. Reporting to the County Administrator and working under the direction of the Tourism Development Council (TDC), with input from the Board of County Commissioners, the Director will manage comprehensive, county-wide tourism programs, including marketing, asset development, and facility enhancement projects.
The Executive Director will manage the strategic planning and evaluation of tourism initiatives, work closely with community partners, and represent the county in regional, state, and national forums. The Director will also play a crucial role in developing public relations strategies, facilitating stakeholder engagement, and responding to emerging tourism-related challenges with creative solutions.
The Executive Director oversees all aspects of tourism-related programs, from budgeting and financial oversight to contract management and compliance, ensuring projects meet county objectives and are completed on time and within budget. Additionally, our next Executive Director will lead a talented team of tourism professionals by fostering a collaborative and innovative environment that prioritizes continuous improvement and quality service.

The ideal candidate will have strong financial acumen, experience in strategic planning, and the ability to inspire and lead a multidisciplinary team in a fast-paced environment.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of seven (7) years of related experience in the tourism industry, with a focus on marketing, management, or development that would provide the required knowledge and skills to perform the responsibilities of this position
• At least three (3) years of that experience must include lead or supervisory responsibilities
• Thorough understanding of tourism marketing, asset development, and project management
• Strong leadership, communication, and relationship-building skills
• Ability to travel to domestic and international destinations
• Ability to work evenings and weekends as needed
Preferred Special Qualifications/ Transferrable Skills:*
• Experience in destination marketing, tourism management, or economic development, with a focus on regional or statewide initiatives
• Experience developing and managing multi-million-dollar budgets, identifying alternative funding sources, and securing grants
• Experience working with public and private sector partners, including local government agencies, tourism boards, and community organizations
• Strong understanding of tourism-related laws, regulations, and best practices, particularly in sustainable tourism and asset development
• Experience working with elected officials

TYPICAL TASKS
Duties may include but are not limited to the following:
• Develops and implements new and revised policies; establishes goals, standards, and objectives; oversees the preparation of the Office of Tourism’s annual program plans; ensures the provision of services complies with Federal, State, and local statutes, rules, and regulations, and program, goals and objectives.
• Participates in regional, state, and national organizations, commissions, and task forces to promote and coordinate tourism programs; meets with citizens, governments, community organizations, and business/industry representatives to discuss specific issues, concerns, problems, programs, projects or investments; prepares and delivers oral presentations to the TDC, the BCC, the Oregon Legislature, advisory boards, local government bodies, and civic groups regarding Office of Tourism’s programs and projects.
• Hires and directs staff; prepares performance evaluations; administers progressive discipline; conducts and facilitates staff training and development programs; promotes cooperative team efforts with staff and departments; motivates employees to provide quality service to citizens and businesses.
• Manages the strategic planning, development, and implementation of the Ordinance-mandated Tourism Master Plan, which guides tourism marketing, asset development, and enhancement programs and projects and the implementation of such programs throughout the county, including cities, unincorporated areas and federal lands; evaluates program effectiveness and implements necessary changes.
• Oversees the development of annual and supplemental budgets; presents budget proposals to the TDC, County Administrator, and the BCC; oversees the monitoring of revenues and expenditures; researches alternative funding sources, including preparing and approving grant proposals and other investment options; prioritizes expenditures for services and capital improvement projects based on master plan goals; negotiates intergovernmental agreements for projects, land, and facilities.
• Oversees the development of short- and long-range marketing plans for appropriate segments of the visitor industry; oversees the development and implementation of advertising and promotional programs designed to promote the county and its attractions.
• Oversees the management of tourism development programs; oversees private sector tourism activities; oversees the development of County-supported tourism attractions; oversees educational programs for tourism industry employees.
• Oversees the evaluation and management of Visitor Information Centers and kiosks, tourism services, and tourism-related construction and facility improvement projects; oversees the acquisition of land or facilities for tourism and recreation development; evaluates, determines, and facilitates strategic investments in projects contracted to outside providers; reviews contract specifications and negotiates contracts, leases and other agreements; monitors project expenses to ensure completion within budget; reviews and approves work order changes; authorizes payment to contractors; manages contracts as required for implementation of tourism and cultural programs.
• Works with various agritourism, recreation, cultural, and heritage groups and partners to develop and promote Clackamas County tourism assets, attractions, events, and facilities.
• Promotes the Office of Tourism’s activities and programs with business and industry associations, community groups, and the public; evaluates and responds to complaints of employees, citizens, and other government agencies.
• Plans, coordinates, and conducts ongoing public relations programs; serves as media contact; promotes tourism activities with other government entities, business associations, citizen groups, and the public; develops key messages and strategies; writes and edits content for a wide range of print, web-based or visual publications for community and business groups, and local government partners; develops new tourism public relations strategies and advises local partners on such strategy.
• Develop and maintain positive relationships with government agencies, organizations, associations, the tourism industry, and vendors.
• Supports compliance and consistency with the county’s administrative protocols, including, but not limited to, budget and financial management, contracting and procurement, personnel and labor relations, risk management, legal counsel, and other services mutually negotiated as provided for in the Clackamas County Code and attendant administrative policies and procedures.
• Facilitate strong alignment and working relationships between the TDC and BCC in collaboration with the County Administrator.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, with a standard workweek of Monday through Thursday (Fridays off). This position involves travel to domestic and international destinations that may fall outside the standard schedule. The selected candidate must be willing to work evenings and weekends as needed. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. ABOUT THE DEPARTMENT
Clackamas County Tourism, branded as the Mt. Hood Territory, is the Destination Marketing Organization (DMO) for Clackamas County and is funded by the Transient Room Tax, a 6% tax charged on all overnight stays in the county, including hotels & motels, campgrounds, retreat centers, RV parks, bed & breakfasts, and vacation rentals.
These tax dollars are collected under the authority of the County’s Transient Room Tax Ordinance, to be used for the promotion and development of tourism and visitor programs for Clackamas County. The amount of tax dollars available for any given period, typically $2M annually, varies with the lodging occupancy rate.
Clackamas County Tourism is responsible to develop and promote tourism for the County. By increasing the number of new and repeat visitors to the County, we increase the amount of money visitors spend in our area, and thus contribute to economic development and local vitality.
